License Plate Recognition (LPR) technology has been in the news pretty often recently. Some companies are facing criticism over privacy concerns, data sharing with federal agencies, and security vulnerabilities. And these issues can be legitimate, sometimes justifying a closer look.

However, the technology, data handling, and privacy implications with LPR for parking are quite different from “general” use cases. How parking LPR technology works

LPR systems consist of three components, each working in sequence to capture, process, and apply data from driver vehicles.

First, specialized cameras capture plate images at designated points like entrance and exit lanes. These cameras use infrared illumination to maintain consistent image quality even when lighting conditions quickly change.

Second, Optical Character Recognition (OCR) software processes each image to extract what’s called “alphanumeric data.” Think of the letters and numbers on a typical license plate. OCR software is trained to handle variations in state formats, fonts, and plate conditions, converting visual information into structured, searchable text.

Third, the system compares the recognized plate numbers against a database that has data like permit holders, paid sessions, or enforcement lists. This matching happens (or should happen) in real time, allowing the system to make immediate decisions about access, payment status, or violations.

The entire process takes seconds, with no human review required.

LPR for parking vs. security: two distinct approaches

Law enforcement and security LPR systems prioritize broad coverage and data persistence. They want to capture every passing vehicle and retain that data for extended periods. This data is then often integrated with multi-jurisdictional databases, allowing for searches later on. The system’s goal is comprehensive surveillance capability.

LPR for parking lots and garages is built for operational efficiency in the context of a parking facility. It captures plates only at facility access points, retains data for limited periods (usually tied to billing cycles), and operates within a single property's scope. The system is built and optimized for fast data capture and transaction processing rather than surveillance.
